The City of Murrieta Parks and Recreation Committee met on November 5, 2026. Staff outlined plans to apply for up to $8.5 million from the state Park Development and Community Revitalization program for potential improvements at California Oaks Sports Park. The application is due December 17, and community input activities are planned to begin the week of November 16. Possible improvements include sports-field renovations and lighting, accessibility upgrades, landscaping, and other recreational amenities; pool and skatepark options were also discussed. The commission received the information and offered feedback, but did not approve a specific project or grant scope. Staff noted that grant-funded facilities would need to be open at least three hours per day, seven days a week, and estimated year-round pool operations at roughly $200,000 annually. A prior pool renovation estimate from 2023 was approximately $13–15 million.
Staff also said the city plans to issue an RFP for lifeguard services for future aquatic programs; Swan Aquatics provided services under the current vendor agreement and may compete. No new vendor was selected or contract awarded. The capital-improvement overview described a planned replacement cycle of two to three tot lots annually, an equestrian-center maintenance project, and approximately $540,000 plus remaining project funds for Los Alamos Hills Sports Park football-turf work. Staff explained that park maintenance funds are generally restricted to their applicable benefit zones, with some flexibility for heavily used sports parks. The committee also adopted the consent calendar, including prior meeting minutes and division updates; no other procurement award or spending motion was identified.
