The Seminole County Planning and Zoning Commission met November 4, 2026, and considered several land-use and zoning matters. It recommended that the Board of County Commissioners approve a special exception allowing Foxtail Coffee at 885 Redbug Lane Road to serve beer and wine for on-site consumption. The Commission also recommended a future land-use amendment and rezoning for a 3.48-acre county-owned site to allow a new Fire Station 23, and amendments and rezonings for a roughly 7.11-acre APS facility site. These were recommendations for further consideration by the Board, not final approvals. No contracts, bids, vendor selections, spending allocations, or other procurement actions were identified; staff stated that no capital improvement projects were directly associated with the parks-and-libraries zoning items.
The Commission further recommended land-use and zoning corrections for county parks and libraries: a combined amendment and rezoning covering approximately 214 acres, and a separate rezoning covering approximately 482 acres. Staff said the changes would align designations with existing public uses and generally limit the sites to public facilities, parks, trails, libraries, and open space; a private redevelopment would require further approvals. A public commenter raised concerns about flooding and the possibility of future development at Lake Jessup Park, and staff explained the additional steps that would be needed for any private use. Motions on the hearing items passed, including the zoning recommendations; no procurement-related action followed.
