The City of El Paso Capital Improvement Advisory Committee met November 5, 2026, and received El Paso Water’s semiannual water and wastewater impact-fee report for March 1–August 31, 2026. The report described 211 subdivisions in the impact-fee areas (144 recorded and 67 in process) and capital projects supporting growth. The water capital improvement plan was reported at $521.7 million, including a $173 million Advanced Water Purification Facility project with $71.2 million spent to date. The wastewater program included the $605 million Bustamante treatment plant; $25 million was spent on wastewater projects during the reporting period. Since 2009, impact-fee collections totaled $26.2 million. The committee also discussed the 28% rate increase approved in May 2024 for new development, the limits on how impact fees may be used, and the gap between collections and infrastructure costs. No contract awards, vendor selections, or purchasing decisions were identified.
The committee approved accepting the presentation and voted to file the semiannual report with City Council as required by Chapter 395 of the Texas Local Government Code; the report-filing motion passed with one member opposed. Members discussed arranging an impact-fee tutorial and potentially placing a broader review of the system or a recommendation to City Council on a future agenda. No formal action on a rate change or system review was taken.
