The Portsmouth Historic District Commission met on November 4, 2026, to review historic-property renovations, additions, demolitions, and new construction. No procurement activity, contract awards, bids, vendor selections, or spending allocations were identified. The Commission approved a one-year extension for the One Market Square project at 1 and 21 Congress Street, citing utility work and project phasing; approved renovation plans for 413 Islington Street and a revised, reduced-massing addition at 50 Witten Street; and approved several administrative applications with conditions. It denied the application for 394 Pleasant Street after the applicant did not provide requested information. The Commission also continued two matters to the next month: the 129 State Street application was postponed, and the 134 Pleasant Street redevelopment remained in work session pending further design changes and information about building height and massing.
Other work sessions addressed a proposed multifamily building at 163 Deer Street and an attached garage and mudroom at 48 Manning Street; both were continued for further review. The Commission discussed fence, HVAC, skylight, window, gutter, and exterior-material proposals at several properties, generally approving administrative items with conditions such as paint maintenance, shorter fence segments, and conduit painted to match siding. These decisions concern private-property design review and do not establish municipal purchasing or contracting activity.
