🏗️ Construction & Infrastructure Policy

The City of Sacramento Law and Legislation Committee met on June 24, 2025. No procurement activity, contract awards, or purchasing decisions were identified. On short-term rentals, staff presented proposed ordinance changes intended to treat similar properties consistently and address complaints. The proposal would require the property to be the owner’s primary residence, limit permits to one per property, and allow a permitted dwelling unit on the property to be used for short-term rentals; existing permits would remain valid until expiration. The committee provided direction to draft amendments to Titles 5 and 17 and send them directly to the City Council, without taking a formal vote on the proposal.

The committee unanimously advanced universal-design ordinance amendments to the City Council, including lowering the covered-development threshold from 20 to 15 units and clarifying how requirements apply to phased projects. It also approved, with Chair Maple abstaining, a change to the City Hall critical-infrastructure ordinance removing the weekday sit-or-lie exception; staff cited an annual rapid-response and cleanup cost of about $143,000 and agreed to provide historical incident and response-cost information for Council consideration. The committee also unanimously directed staff to work with neighbors and the vice mayor’s office on a three-year pilot concerning encroachments along the Parkway, with an evaluation and report-back afterward.
