The City of Oshkosh Plan Commission met on November 4, 2026. No contract awards, vendor selections, purchasing decisions, or procurement actions were identified. The commission unanimously recommended approval of the consent agenda, including acceptance of a municipal storm sewer and drainage easement at 1100 West Smith Avenue (8–0). It also recommended approval of a conditional use permit for redevelopment of the Jacob Shapiro School site: the proposal replaces the existing school with a three-story, approximately 204,000-square-foot school designed for 720 students and about 80 employees, with 255 parking stalls and associated circulation, play areas, landscaping, and stormwater facilities. The commission approved the recommendation unanimously; traffic circulation and screening of mechanical equipment were discussed, while final stormwater plans will be addressed during site plan review.

The commission also approved a general development plan and specific implementation plan for a shared 40-square-foot, 8-foot-high ground sign at 3870 Jackson Street, including an off-premises sign for the neighboring ADVOCAP site. It recommended approval of an administrative zoning text amendment assigning former chief building inspector duties to the community development director; this passed 7–1. These were land-use and administrative actions rather than procurement decisions.
