The City of Sacramento Law and Legislation Committee met on April 8, 2025. It discussed proposed Title 17 amendments for cannabis land uses, including permitting procedures, sensitive-use buffers, and consumption lounges. After public comment and discussion, the committee voted to forward the cannabis land-use item to the City Council without a substantive recommendation. For the consumption-lounge pilot, staff proposed a limit of five lounges per council district, conditional use permits, a later business operating permit, and fee waivers for CORE participants; the committee approved forwarding the call-up review proposal to the Council. The committee also approved advancing an ordinance to establish alcohol entertainment zones for permitted special events, with staff targeting Council consideration in May.
The committee considered a proposal to explore a revolving loan fund for deed-restricted affordable housing. The City Treasurer said an initial allocation would likely be $10 million or less from a roughly $250 million portfolio, with a 5–7-year investment horizon, first-position debt requirements, and project approval by the relevant governing board. The committee unanimously directed staff to explore the proposal and other possible community investment opportunities. No contract awards, vendor selections, or purchasing actions were identified.
