The City of Sacramento Law and Legislation Committee met on March 11, 2025. It unanimously voted to forward to the City Council an environmental-review resolution and ordinance amending Title 17 to remove minimum off-street vehicle parking requirements, aligning city code with the 2040 General Plan and existing state law. Members discussed potential effects on street parking, enforcement capacity, and the need for parking-management tools, particularly outside areas with established residential parking controls. Staff said the item was expected to be presented for publication on March 25 and to the full Council on April 8.
The committee also unanimously advanced a proposal for staff to work with the sponsoring council member on options for a temporary moratorium on code enforcement involving RVs and trailers parked in front yards. Members requested that staff clarify which vehicles and conditions would be covered, consider blight and operational or registration requirements, and, if feasible, review how other jurisdictions address the issue. No procurement, contract awards, or spending actions were identified.
