At the November 4, 2026, Raleigh City Council evening meeting, council unanimously approved an annexation for an approximately 1.5-acre West Raleigh site proposed for one home, and unanimously approved the annexation and rezoning of a site for 25 townhomes within the Banks 20 development. The broader Banks 20 plan proposes more than 1,800 homes and includes approved Hodge Road improvements; a fire station site is intended to be dedicated to the city, with planning estimated to begin around 2037 and completion around 2039. Council also unanimously approved a South Park rezoning that removes the site from its neighborhood conservation overlay and changes development conditions, including allowing additional building height. Speakers raised concerns about neighborhood character, existing affordable housing, drainage, and the precedent for altering overlay protections; council members called for a broader review of NCODs.
Council then considered a daycare zoning text amendment that would raise the maximum enrollment for home daycares from eight to 15, remove the requirement that additional employees be relatives living in the home, and eliminate the special-use-permit requirement for commercial daycare centers in residential districts, replacing it with administrative review and standards. Staff estimated the changes could enable about 400 additional daycare spots if facilities expanded to the new limits. The public hearing had opened when the transcript ended, so it does not establish whether council voted on the amendment. No contracts, vendor selections, budget allocations, or other procurement actions were identified.
