The City of Franklin Board of Mayor and Aldermen held a special strategic-planning work session on November 2, 2026. City staff reviewed financial capacity, service and workforce pressures, attainable housing, intergovernmental coordination, and infrastructure delivery, then gathered aldermen’s priorities for upcoming work plans and budget discussions. The city’s roughly $460–$480 million ten-year Capital Improvement Program is funded about two-thirds with cash and one-third with debt, with approximately 82% focused on transportation. Staff estimated a planned draw of about $7 million from reserves for capital projects in FY26. No contract awards, bids, or procurement-related votes were identified. Staff said funding for a new financial ERP system had already been approved and that the city is researching a new development-services ERP; no vendor selection or new spending approval occurred at this session.

Priorities discussed for further planning included transportation improvements, execution of preservation, transit and parking plans, pedestrian connections, recycling access, and workforce housing. Aldermen also emphasized coordinating land-use and infrastructure planning, improving development and right-of-way processes, and addressing succession and employee retention. Staff said the session’s feedback would inform FY28 budget goals and updated department action plans, with a follow-up discussion expected November 24. These priorities may shape future budget allocations and project procurement, but no specific new funding commitments were made.
