The Permanent Building Committee for RCTV Studios met on November 4, 2026, to review construction costs, change proposals, project progress, and invoices. The committee voted to reject J&J’s COP-014 request for additional steel-tariff costs, agreeing with counsel and the design team that the contract assigns tariff risk to the contractor and contains no applicable force-majeure provision. It approved COP-023 for primary electrical conductors, not to exceed $10,604.49, and Change Order 5 for Bulletin 1 at $41,678.73; the latter passed despite two votes against. The committee also approved a $5,410 BH+A wetlands-permitting invoice, a $4,950 Hexagon MultiVista building-imaging proposal with an additional $950 not-to-exceed alternate, and October construction requisition No. 7 from J&J for $768,633.60. Other approved invoices included Harrington Heep’s tariff research ($1,366.50), UTS testing and inspections ($14.57), BH+A construction administration ($33,000) and flex-room cost review ($200), and Turner & Townsend construction administration ($30,685).
