The Gloucester County Board of Supervisors’ regular meeting on November 4, 2026, included several procurement- and spending-related matters. The board discussed a proposed utilities asset management plan covering the water treatment plant, water distribution network, and sewer system. Staff estimated the work could cost about $500,000 or more and take 12–18 months; the administrator and staff will refine separate scopes, consider work that existing contracted firms could perform, and return with cost options, potentially in December or January. No contract or funding was approved. A supervisor also sought a purchasing-agent RFP for federal lobbying services; the board indicated it would revisit the request in December, with no RFP issued at this meeting. The board unanimously approved an ordinance updating construction stormwater permit-fee provisions and repealing an unused watershed-map requirement, and unanimously approved the FY2028 budget calendar, including a proposed county administrator budget presentation on March 22.

The board unanimously approved participation in the proposed $749.5 million nationwide opioid settlement with Albertsons; Gloucester County’s share was not specified and would be restricted to opioid-related purposes. A proposed forensic audit was removed from the agenda by a 4–3 vote, with possible future consideration after the new county administrator reviews the matter; public commenters criticized the delay and raised questions about county finances and grant spending. A supervisor urged the county to cancel or remove its Flock license-plate cameras, but no action was taken. The county attorney also presented notice of a proposed $1.5 million sale of Gloucester Point Mobile Home Park and the county’s right of first refusal; the board expressed no interest in pursuing the purchase. No procurement award was made for the utilities plan or lobbying services during this meeting.
