The City of Pueblo Airport Policy Advisory Committee met on November 2, 2026, to continue reviewing proposed airport rules and regulations. Members discussed whether to defer fuel-transfer, spill-reporting, and related provisions until fire-code staff could attend; interpreting restrictions on aircraft painting and maintenance; signage and amplified devices; camping by authorization; stormwater requirements; the eight-foot perimeter-fence setback; vehicle permits, badging, and escort responsibilities; and procedures for disabled aircraft. The committee also discussed whether aircraft kit assembly is an allowable aeronautical use and whether federal grant requirements impose limits, but did not reach a final determination. No procurement activity, contract awards, spending decisions, or procurement-related votes were identified.

Action items included contacting fire-code officials to attend an upcoming meeting, researching and obtaining authoritative FAA guidance on aircraft assembly at federally funded airports, and circulating the updated rules-and-regulations redline. The committee scheduled follow-up meetings for November 9 and 13, 2026; the meeting ended with an informal adjournment.
