Pittsburgh City Council post-agenda meeting on the Housing Opportunity Fund (HOF), November 4, 2026. The Urban Redevelopment Authority (URA) reviewed the fund’s structure and results: it receives $10 million annually through city appropriations, with 10% available for administration, and has received about $91.96 million since 2018. Of that, approximately $66.14 million has been spent, $15.54 million committed, and $10.27 million uncommitted. The advisory board’s draft 2027 allocation totals $14,883,713, combining the usual $10 million annual allocation with interest and loan repayments. Major proposed allocations include $6.82 million for rental-gap financing, $2.04 million for rental assistance, $1.57 million for tenant legal assistance, and $1.25 million for homeowner repairs. The URA estimated the draft could support about 1,877 households and help create roughly 160 housing units. No contract awards or procurement votes occurred; the plan still requires URA board review and City Council consideration through the budget process.

Council members and housing-sector organizations discussed the HOF’s role in affordable housing construction and preservation, home repairs, down-payment assistance, rental assistance, and eviction prevention. Speakers urged the city not to eliminate HOF funding amid 2027 budget constraints, noting that a proposed zero allocation could undermine housing programs and projects in the pipeline. The URA also cited an anticipated $7.8 million reduction in its overall resources for economic development programs and projects. Council members expressed support for continued funding, but no formal motion or vote was taken at this meeting; allocation and budget decisions remain pending.
