Adams County Board of County Commissioners 2027 budget study session, November 4, 2026: staff reviewed changes to the proposed budget and capital improvement plans ahead of the anticipated November 17 budget adoption. No contract awards or procurement votes were reported. The board clarified that the county would not make the proposed $500,000 General Fund transfer for Homes for Hope because federal and state placement funding follows the youth; the county’s estimated responsibility, including related facilities support, was reported at about $82,559. The proposed Public Health contribution is $13.6 million, with no additional General Fund backfill of its reserve. Staff recommended maintaining existing membership and event-sponsorship funding for now while reviewing those commitments; a separate proposal to raise Adams County Regional Economic Partnership funding to $400,000 will return for further discussion.
Commissioners requested clearer CIP process documentation and project-level cost details. They supported moving forward with the parks event-center kitchen and restroom upgrades, while asking staff to return with more information before advancing future Head Start capital investments. A proposed $500,000 contribution toward resident ownership of a mobile-home community remained undecided; commissioners requested further financial, legal, and partnership information, including discussions with Maker Housing and Commerce City. The board also reviewed a detention-facility renovation plan estimated at about $280 million, phased from 2027 through 2031, with 2027 CIP funding and later financing expected through Certificates of Participation. A jail-capacity study estimated a need for 1,272 beds by 2050 under its primary forecast; the board discussed the renovation and community-engagement plan but took no recorded vote.
