The City of Topeka Policy & Finance Committee met on November 4, 2026. It approved an amendment to the Code of Ethics document requiring an annual acknowledgment at the first meeting of each year. The committee also considered revisions to the RHID resolution and IRB ordinance and approved moving them forward for governing-body consideration. The revisions update development requirements and school-district notification procedures and clarify IRB fees: a $5,000 annual administrative and renewal fee applies, with an additional $5,000 when property-tax abatement and a retail-sales-tax exemption are granted together. Staff described Columbia Capital’s role in project financial analysis and said it has served as the city’s financial advisor for roughly 15–20 years; committee members requested follow-up information about its contract.

The committee approved advancing a resolution to convey city-owned property at 1037 Northwest Jackson Street to the Topeka Land Bank. The parcel is 50 by 65 feet and was estimated by city staff at $1,200 (the county appraisal listed $1,010); the transfer could support assemblage for a larger development lot. No competitive procurement, vendor award, or new spending allocation was identified.
