The Municipality of Anchorage Assembly’s regular meeting on November 4, 2026, focused heavily on the 2027 operating and capital budgets. The mayor cited a $15 million budget gap that had been closed through one-time funding, targeted adjustments, and position reductions. Public hearings on the General Government, utilities and enterprise operating budgets, and capital improvement programs were continued to November 17; no budget appropriations were approved at this meeting. The Assembly unanimously approved a recommendation to award an electronic health record system and implementation-services contract to Sticks, LLC (AM 746-2026); no contract value was stated. The administration said the system would improve Health Department operations and support connection to the Health Information Exchange. The Assembly also approved a water and wastewater utility tariff change adding a 10-inch meter charge for a service-chamber contract, and approved a parcel transfer to support municipal snow storage and road maintenance.
The Assembly debated and approved the surveillance-technology ordinance as amended. Among the amendments, one requiring advance Assembly notification of material policy changes passed unanimously; proposals to impose set data-retention requirements in code, require vendor marketing materials with contract approvals, and require a warrant or exigent circumstances and probable cause for certain license-plate-reader searches failed, while a proposed restriction on sharing license-plate-reader data with DMV was withdrawn. The ordinance’s contract-approval and notification provisions may affect future municipal technology procurements. No other contract award or bid approval was identified.
