The November 4, 2026, Oak Harbor City Council meeting included a preliminary hearing on the 2027–2028 biennial budget. Staff described cost pressures and proposed budget adjustments, including postponing a storm-drain project and reducing reserve contributions; the budget hearing itself required no council action. The budget discussion identified a proposed $206,000 in-house IT technician position intended to replace most of the current private-contractor expense. Council members asked staff to revisit utility-rate assumptions, contingency and travel budgets, and possible staffing changes. A separate public hearing on utility rates (Ordinance 2052) was continued to November 17.

Council unanimously adopted Ordinance 2050 authorizing a 1% increase in the 2027 regular property-tax levy, estimated to provide about $78,417 in additional annual levy authority. Council adopted Ordinance 2053 imposing a 0.1% transportation benefit district sales tax for city streets; the vote was 6–1. Staff said the revenue would help restore street-improvement funding and vehicle reserves, support grant applications, and potentially contribute to arterial work such as Pioneer Way. The council also considered Resolution 2614 to amend the master fee schedule, with estimated 2027 revenue of about $184,202 and proposed marina-related fees supporting dredging and improvements; the transcript does not capture the vote result. Marina phase-one work includes dredging and breakwater improvements, with a possible $15–$20 million bond discussed in the budget presentation. No new contract awards, competitive bids, or vendor selections were identified.
