At the City of Granbury City Council meeting identified as Nov. 3, 2026, council approved a professional-services agreement with Teague, Nall & Perkins (TNP) for Phase One of the Granbury Street capital improvement program. The $1,171,675 agreement covers engineering, surveying, geotechnical and subsurface utility work, bid-phase services, and related services needed before street construction; staff said it represents 8.8% of estimated construction costs and is part of a road program funded through previously issued bonds. Council also approved a facilities improvement agreement with Caris Ventures LLC for infrastructure at the Halbert National/Camp David Golf Course property. The developer will fund approximately $1.1 million in improvements, including a multi-use trail and work related to Holly Hills; the city said it would contribute no funds.
Council separately considered a requested $250,000 budget amendment for anticipated litigation and divided it into $175,000 for general litigation not covered by the Texas Municipal League risk pool and $75,000 for litigation involving a recall petition. The funding is from the city’s fund balance; the mayor cited outside counsel rates of about $400–$450 per hour for courtroom work, with lower rates for other work. The two amendments passed, with the second vote limited to two eligible council members. Council denied the requested Casey’s convenience-store-and-gas-pump special-use permit at 115 Pirate Drive: the approval motion failed 3–2 because the city’s ordinance required a supermajority to overturn Planning and Zoning’s denial. No action on Project Patriot was recorded; public commenters raised concerns about its potential infrastructure, airport, environmental, and legal impacts.
