The regular Lake County, California, Board of Supervisors meeting on November 3, 2026, included several contract and spending actions. The Board approved a $160,000 Safe Rx coordination-services MOU between Behavioral Health and Public Health, funded by opioid settlement funds, 5–0; a $225,000 FY 2026–27 agreement with Everwell Health Systems for adult residential support and specialty mental health services, 5–0, amended to require six-monthly updates on the contractor’s probationary status; and Final Change Order No. 9 with Right Contracting for the Sheriff Administration Facility renovation, adding $19,408.43 and bringing the contract total to $12,700,081.03, 5–0. The Board also approved, 4–1, a Tyler Technologies SaaS agreement for Lake County Special Districts’ financial, revenue, and enterprise asset management systems: up to $141,575 for the service and up to $423,108 for implementation. It waived competitive bidding under the county’s cooperative-purchasing provision because the Sourcewell contract had been competitively solicited. The Board discussed implementation oversight and agreed on the need for coordinated oversight, while concerns about Workday integration and testing were raised.

The Watershed Protection District discussed proposed increases to Quagga mussel prevention sticker fees and special-event lake-access permits. No revised fee schedule was adopted at this meeting; staff were asked to return with further information on tournament-fee tiers and possible annual passes, with a $30 sticker fee to be incorporated into a forthcoming master-fee-schedule process. The proposed $900 mussel-dog charge was removed from consideration. The Board also approved a letter supporting the Bipartisan Revitalized Rural America Act, 4–0 with one abstention. A proposed closed-session CAO interview and appointment item was removed from the agenda, and no CAO appointment was made.
