The November 3, 2026, Bellevue City Council meeting focused on 2027–2028 budget decisions and the transportation capital improvement program (CIP). Council directed staff to incorporate transportation scenario 2B into the CIP for final budget action; an amendment to submit the funding decision to voters in a February special election failed. Council also designated $15 million in municipal reserves for fire-station long-range planning and land acquisition, supporting relocation of Fire Station 6. These were budget directions, not contract awards. Council adopted the 2027 state legislative agenda as amended, including language on clean-energy goals and reliable, affordable energy.

Other budget directions, also to return for final action with the budget, included allocating approximately $2.046 million in new King County children and family sales-tax revenue across human-services priorities; adding $500,000 in one-time general-fund support for human services; and directing $1.5 million in one-time sustainability funding to Energy Smart East Side, clean-building incentives and audits, multifamily EV-charging assistance, and outreach. Council also approved directions for $100,000 over the biennium for markets and public-space activation, $50,000 for an ADU/DADU financing study, and $50,000 for short-term utility-bill assistance. The meeting included a community-court update and a transgender awareness and remembrance proclamation. No vendor selections or contract awards were identified.
