The Iroquois County Board Planning & Zoning Committee met on November 4, 2026. The committee approved a motion authorizing the State’s Attorney to enter into a retainer agreement with local counsel for nuisance-property matters; the motion was amended to remove a named attorney. The committee also approved the Zoning Board of Appeals’ recommendation for the Woodbury Solar special-use permit, including four variances, for a roughly 190.9-megawatt facility on approximately 2,100 acres north of Gilman (ZBA 26-CVBA017). The approval was subject to conditions covering items such as landscaping, lighting, decommissioning security, and emergency response. Members discussed whether decommissioning security could use an upfront bond or a phased letter of credit; staff agreed to examine a possible hybrid approach before the County Board meeting. The developer is also to coordinate emergency-response information, support training or equipment costs, and reimburse response costs at the site.
The committee discussed a decommissioning agreement for the Tributary Solar project and planned to bring it to the full County Board; no committee action was taken on that item. A request to require permits for all door-to-door solicitation was left for further drafting and discussion, with no action at this meeting. The department report noted 15 permits issued in October and $2,160 collected in permit fees. No other specific procurement awards or purchasing decisions were identified.
