The Downtown Hyannis District Improvement Financing Advisory Committee held a remote work session on November 3, 2026, to review its draft administration plan and identify potential priorities for district improvement financing. Members discussed adding a safeguard requiring the committee to review and approve an amended budget if projects are added after the annual budget is approved. Staff said approximately $70,000 is currently available in the fund, with future allocations and possible grant funding to be assessed against the committee’s priorities. A committee member also noted that approximately $270,000 in ride-share revenue has accumulated since 2019, though no allocation decision was made. The committee discussed prioritizing projects that could leverage grants and avoid duplicating fully funded work; staff identified the Great Streets projects and bulkhead restoration as fully funded, and the West End parklet as minimally funded.
Suggested priorities included parking-lot and sidewalk improvements, landscaping and tree planting, the Village Green and a playground, façade grants for local businesses, wayfinding and gateway signage, bike racks, harbor walkability, street safety, historic-building features, and support for community events. Members also called for broader public input and discussion of a strategic plan for Hyannis. No contracts, bids, vendor selections, or project expenditures were approved. The committee voted to approve prior meeting minutes, with some members abstaining, and staff planned to coordinate public outreach and a future meeting with the chair.
