The City of Elgin Committee of the Whole and City Council meeting on November 4, 2026, considered several development and capital items. The council approved a redevelopment agreement for the former Woolworth building at 31 South Grove Avenue: the developer will buy the city-owned property for its appraised value of $410,000 and convert it into a restaurant, market, sports bar, rooftop dining area, and fitness facility. The project is estimated to cost $6.2 million, excluding the purchase price; the city proposed just under $2 million in Central Area TIF assistance, covering 35% of eligible costs. The council also approved Hemmens Cultural Center lobby design services, with JGMA identified as the best proposer; the 2026 budget includes $630,000 for the lobby update. That motion passed 8–0 with one abstention. The council also approved an ordinance establishing a temporary moratorium on data centers.
The city manager presented the proposed 2027 budget and 2027–29 financial plan, which had not yet been adopted. Planned investments include $8.5 million for annual street resurfacing, a $15 million Wing Park master plan and inclusive playground project, and more than $20 million in capital projects, alongside continued bridge, street, flooding-mitigation, water, and sewer work. The Central Area TIF plan identifies assistance for downtown projects, including 31 South Grove. Council members also requested further information on the community survey; it did not produce a procurement action. The proposed budget maintains no increase in the general property-tax levy and includes two new full-time positions, one supporting an outdoor event incentive program. Further budget review was scheduled for upcoming meetings.
