Waupaca County Department of Human Services Board meeting, called to order November 4, 2026 (meeting metadata lists November 5). The board approved the department’s application for the 2027 Wisconsin 85.21 specialized transportation grant, which was presented as $148,423, with a required county match. A separate $60,000 request under the 5310 grant program was pending; the prior-year request was just over $13,000. Members also discussed an RFP issued to explore outside administration of the specialized transportation program, but no vendor was selected. The department and board will continue exploring whether county transportation programs can coordinate or centralize some operations while preserving local control and service quality. No contract award or purchasing decision was made.

The board also approved updated Nutrition Advisory Council bylaws and voted to recommend that the County Board accept a $2,500 donation from Waupaca Community Chest and United Way for the drug treatment court program. The director reported budget monitoring, including a proposed increase for home-delivered meals, and said the department was on budget; no amount for that increase was provided. Other discussion covered senior services, transportation access, program caseloads, and staffing vacancies.
