The Jackson County Board of Commissioners’ study session on November 3, 2026, reviewed the draft Comprehensive Transportation Safety Action Plan prepared with Kimley-Horn and subconsultant CT2G. The plan was funded by a $500,000 federal Safe Streets and Roads for All planning grant, with a $125,000 local match largely provided through staff time and traffic-counting equipment. The presentation covered a 10-year crash analysis, public and technical advisory committee feedback, and five prioritized, preliminary “grant-ready” safety projects intended to support applications for future implementation funding. The plan also identifies potential engineering, education, enforcement, and maintenance measures; no new project contracts or spending were approved at this session.
Commissioners raised questions about the report’s readability, pagination, data presentation, and selected project priorities, and requested that city crash data be added. The board did not vote to adopt the plan during the discussion; staff indicated it would receive further committee review before possible later action. Commissioners also asked whether proposed implementation steps would require additional funding; staff said some items, including adding GIS information layers, could be handled with existing resources, while the plan itself does not commit the county to fund every recommendation. No new procurement action was identified.
