The November 4, 2026 Santa Paula City Council meeting included year-end presentations on Measure T and Measure R sales-tax revenues and expenditures. Measure T reported a $618,427 surplus and $2.3 million in capital-project carryovers; staff identified potential uses for later council consideration, including bike-trail lighting, street-sweeping signs, a Public Works vehicle, an air-conditioning recovery machine, and landscape-architecture services for Fagan Barranca. Measure R reported a $386,779 surplus, with proposed items including LED lighting for pedestrian underpasses, a street-repair compactor, and additional emergency/event barricades. The presentation also reported a $1.2 million slurry-seal project carryover and an $80,000 crack-seal trailer budget duplication. These were presentations only; no spending approvals or contract awards were made, and staff planned to return with recommendations alongside the general-fund budget discussion.

Council members discussed development and business-attraction priorities after residents raised concerns about a proposed car wash at the former Rite Aid site. A council member requested information on including Planning Commission decisions in council packets and called for future review of appeal procedures and economic-development priorities. The council also directed the city attorney and staff to work with the Blanchard Community Library board on stronger language for a resolution concerning communication and library development-impact fees; the item was deferred for revision, not adopted. The meeting also included parks and recreation updates on facility work and grant applications, and a construction update on the Santa Paula Creek Bridge.
