The City of Cranston Public Works and Ordinance Committee meetings were held November 4, 2026. Procurement-related discussion focused on the Budlong Aquatic Center winter pool cover and winterization. South Shore Gunite, the low bidder, was deemed nonresponsive after clarifying that its price covered the pool cover only and excluded winterization. The Board of Contracts and Awards approved moving forward with the next bidder, Reichen Pool Company of West Warwick; the updated price is $44,500 including a 10% contingency, compared with approximately $37,500 budgeted for the cover alone. The work includes pool cleaning and winterization, and the custom cover is expected in four to six weeks. Public Works anticipated preparing a purchase order and requesting a 50% deposit by the end of the week. The committee also unanimously approved two utility-pole petitions involving Narragansett Electric and Verizon: one for a pole on Norfolk Street and one for a pole supporting RIDOT traffic and streetlight cabinets on Park Avenue.
The Public Works Committee discussed the recently approved stormwater bond referendum, but said funding levels by year were not yet known and no projects had been scheduled; initial priorities include catch-basin cleaning and evaluating public infiltration basins. A proposed railroad-style flood warning barrier was discussed at a preliminary estimated cost of $300,000–$500,000, with no purchase decision made. The Ordinance Committee unanimously advanced an amended stormwater-management zoning ordinance, while an overnight-parking pilot was advanced to the full council by a 5–1 vote. The safe-occupancy and housing-court ordinances were withdrawn for further work. No procurement decision was made regarding the Garden City soil stockpiles; officials requested soil-testing and site-management records and closer erosion-control monitoring.
