Kosciusko County Area Plan Commission meeting, November 5, 2026: The commission approved a final plat and a preliminary two-lot plat for Anthony and Tanya Blanchard; the Blanchard proposal includes additional right-of-way dedication and uses private wells and septic systems. A separate petition was withdrawn because of financing, so it was removed from the agenda. The commission voted to recommend denial of Janet Black’s request to rezone 3.61 acres from A to A-2, citing the predominantly agricultural and isolated setting and concerns about future development impacts; the recommendation is scheduled to go to the county commissioners on November 17. The commission also approved favorable recommendations for two street-vacation requests, likewise to be considered by the commissioners on November 17.

The commission reviewed and approved the Town of Syracuse’s proposed expansion of its tax increment financing (TIF) area, finding it compatible with the comprehensive plan. The proposed addition includes an RV park investment reported at about $12 million, with approximately 80 sites currently and a planned total of 212 sites and 18 cabins; further town approvals remain. The airport-overlay discussion was postponed until January, and the commission noted upcoming housing and blight discussions. No government procurement, contract award, or purchasing activity was identified.
