Putnam County planning meeting, November 4, 2026: The planning board considered land-use and zoning applications and made recommendations to the Board of County Commissioners (BOCC). It approved REZ26-000015 to rezone 3.83 acres in San Mateo to Residential-1, and recommended approval of PUD26-000006 for a proposed single-family subdivision of up to 160 homes on about 55.5 acres in East Palatka. The subdivision recommendation was conditioned on minimum residential lots of 5,000 square feet and 50 feet wide, turn lanes being installed with the initial Phase 1 infrastructure, Phase 1 comprising at least half of the approved units, and staff clarifying the development agreement’s phasing language. Public comments and board discussion focused on density, traffic and road conditions, drainage, and infrastructure. The BOCC will make the final determination on these recommendations.
The board also recommended approval of paired future-land-use and zoning amendments for the county wastewater treatment plant (CPA26-000004 and REZ26-000013), to enable a potential expansion beyond 500,000 gallons per day; county staff said the county had purchased an additional 175 acres for the facility. CPA26-000005 and REZ26-000014, concerning a 7.11-acre property on Shrine Club Road, were also recommended for approval. No contract awards, vendor selections, procurement votes, or new spending allocations were identified; the wastewater expansion remains subject to further review and permitting.
