🏗️ Construction & Infrastructure 📚 Education Grants & Funding Physical Infrastructure

The Oswego County Legislature Economic Development and Planning Committee met on November 4, 2026. Procurement and funding discussions included a continuing advanced-manufacturing pre-apprenticeship program at Cayuga Community College; the cohort of 14 had begun two weeks earlier, and staff said the contract in the packet was not final. The program provides training and participant incentives, with funding described as under $100,000. The committee also reviewed a completed manufactured-home study funded through CDBG and contracted to G&G Consulting, and approved a resolution to schedule a public hearing on the study. The IDA annual report cited more than $8 million secured through ESD’s FAST NY program and National Grid funding for industrial-park expansion, which is underway and expected to be ready around June or July 2027. The IDA also reported support for 15 projects, a microenterprise grant program, and acquisition of former Central New York Raceway Park parcels for site planning and potential private-sector partnership.

Infrastructure funding updates included a $25 million water-infrastructure grant for the Phoenix project, in addition to $12 million in prior grants and $20 million in anticipated zero-interest financing, for $57 million identified toward an estimated $127 million construction cost; approximately $69 million remains to be identified. A separate sewer project estimated at $7 million has $3 million allocated and may qualify for up to 75% funding through a new state grant. The county’s broadband project was described as fully reimbursable apart from a previously budgeted 5% local share, with nearly $4 million in additional state funding reported. Public transit has buses on order, and a proposed facility renovation would use about $55,000 remaining from a $125,000 state grant, subject to committee review. The committee also approved resolutions scheduling public hearings on proposed tourism-tax and short-term-rental law changes, including allowing tourism-tax revenue for tourism-related capital improvements and revising rental insurance and parking requirements. Members agreed to arrange a separate meeting to review department budgets; no specific procurement award was recorded in that discussion.
