The Moorpark City Council regular meeting on November 4, 2026, included presentations on Southern California Edison’s recent public safety power shutoffs and the city’s recreation cost-recovery report, as well as discussion of library board responsibilities, fireworks enforcement, and project-management capacity. No contract awards, bid approvals, or new spending appropriations were approved. The utility discussion covered ongoing grid hardening—about 120 miles of covered conductor, or 91% of the city—and possible circuit mitigations; the SCE representative agreed to review the Strathern circuit and discuss potential measures with city representatives. Council also discussed a possible renewal of the Arroyo Vista Community Park agreement for a community resource center, but took no action on it. A battery-storage project described as under 20 MW and costing about $10 million was discussed as a possible resilience measure, not as a procurement decision. The city expects a new library-services contract following an RFP process, but no selection or award was made at this meeting.

The Council received and filed the recreation cost-recovery report and discussed sponsorship, marketing, and program changes, without adopting a fee or spending change. A separate project-management presentation compared an in-house position with on-call consulting; the illustrative figures included a fully burdened annual staff cost and a consultant rate averaging about $225 per hour, with no position or contract authorized. Council directed staff to revise the proposed fireworks ordinance and return it for further consideration; the proposal included escalating fines of $1,000, $2,000, and $5,000 and recovery of eligible response costs, but was not adopted. The consent-calendar balance was approved, with item 8E pulled for future consideration. The Council also adopted a downtown zoning-map amendment, which did not involve a procurement award.
