The November 3, 2026, Spanish Fork City Council meeting included one notable procurement action: the council approved an agreement with GBS Benefits to serve as the city’s employee benefits broker. The city received seven responses to its RFP, interviewed four firms, and selected GBS, which is based in Salt Lake City and serves more than 40 Utah cities. Officials said its fees are lower than the current broker’s; the agreement has no fixed term and may be canceled with 90 days’ notice. The city expects to compete the work every three to five years. The council also approved the drinking water and pressurized irrigation master plans, which guide future source, storage, and distribution needs, but no related construction contract or spending allocation was presented. Historical snow-removal costs were discussed, including $135,000 for 3,000 tons of salt in 2022–23 and $7,786 for 173 tons in 2025–26.
Residents raised concerns about proposed data centers; staff said the zoning ordinance establishing an application pathway had been adopted previously, but the applicant had not yet submitted a site plan or complete application. A public hearing on a proposed transportation utility fee is scheduled for December 8. Daughters of the Utah Pioneers representatives requested a suitable museum location and cited a $500,000 building need; the mayor expressed a willingness to work toward a solution, but no funding or purchasing action was taken. The council approved an eight-foot residential fence request. The proposed 2027 meeting schedule was discussed but is to return for approval at a later meeting.
