The City of Annapolis Finance Committee met November 4, 2026. It postponed resolutions R30-26 and R44-26, concerning snow-clearing fees and fines, to allow further review alongside the underlying ordinance. Discussion focused on enforcement language and how residents should be treated when city or state snowplows cover sidewalks that they have already cleared; members also emphasized better public communication and coordination with state agencies. The committee gave a favorable recommendation to R35-26, a water service agreement allowing nearby county residences to connect to city water, which Public Works described as feasible and financially beneficial to the city. A proposed amendment was not considered because a final version was unavailable.

The committee also gave a favorable recommendation to R46-26, revising the FY2027 pay plan to align cost-of-living adjustments for non-represented executive pay scales with union pay scales; the adjustment was already covered by a fund transfer. In the Q1 budget update, the Finance Department reported that operations spending was at 57% of budget, partly reflecting higher vehicle fuel costs, and said it would monitor spending in the next quarter to assess whether additional funds may be needed. No contract award or vendor selection was identified. The committee approved its agenda and prior meeting minutes and adjourned.
