At the November 3, 2026 Pasadena City Council meeting, council debated employee compensation and considered multiple purchasing and capital-project items. The proposed 6% cost-of-living adjustment (COLA), estimated at about $3.6 million annually, drew differing views: some members supported the full increase, while others called for a workshop and a broader review of lower-paid employees’ wages and compensation equity. No COLA decision was made; a workshop was planned for the following day. Members also noted ongoing street improvements and the start of construction on Preston Park.

The council approved ordinances that included a $245,400.90 purchase of vehicle-barrier systems from Meridian Rapid Defense Group using a GSA contract; a Dell Marketing annual hardware contract capped at $500,000; $215,824.35 for Superion/CentralSquare software maintenance; $216,600 for LJA regulatory-compliance and related services; $200,000 for wireless-permitting assistance from Edminster, Henshaw, Russ and Associates; and a $2,389,527 Conrad Construction contract for paving and drainage improvements. Other items included $190,000 in additional windstorm insurance coverage, a Tyler Technologies implementation amendment, and an extension of Agility Engineering and Management’s construction-management services agreement, which was introduced on first reading. The council also approved a resolution authorizing the Pasadena Economic Development Corporation to issue an RFP for a construction manager at risk for the Convention Center expansion and renovation. Additional first-reading items included public-safety uniforms, CDBG-supported services for Sarah’s House, and a senior-center services agreement; these were not final approvals at this meeting.
