The City of Golden Citizen’s Budget Advisory Committee met on November 4, 2026, to review sales-tax results and continue its discussion of the proposed 2027–2028 operating and capital budgets. Staff reported that revenue trends were generally tracking expectations, including increases in lodging and marijuana taxes, and said the budget uses conservative sales-tax growth assumptions. The committee discussed fund balances, revenue forecasts, staffing growth, and salary increases, with members seeking clearer explanations of some budget changes and greater visibility into financial reporting. Staff offered to provide a reporting overview in March or April and to share additional detail on contractual-services spending.

Procurement-related items included a previously authorized $1.25 million fire truck purchase, whose cost is being added to the 2027 budget because it was not included in the 2026 budget; any inflation-related increase would be discussed with the city manager. Staff also described a proposed change to convert an existing part-time court position to full-time, at an estimated additional cost of $31,000, largely for benefits. No new contract award, bid approval, or purchasing vote was identified. The committee approved the agenda unanimously and held votes on committee leadership; it also scheduled further review of its budget recommendation ahead of the November 18 meeting. City staff gave an update on construction progress at the new municipal building, with flooring expected to begin early next year and relocation and later demolition planning underway.
