🏗️ Construction & Infrastructure 📚 Education Physical Infrastructure Grants & Funding

At the November 4, 2026 regular meeting, the Lawrence City Council approved bond authorizations for three capital projects: $1,149,973 for the Municipal Airport administration building, $7,861,647 for the Frost Elementary School roof replacement, and $9,099,300 for the South Lawrence East Elementary School roof replacement. The school roof projects were approved for up to 80% MSBA funding, subject to eligibility and final grant agreements; the borrowing amounts are to be reduced by grants received. Officials said the roof work is expected to be bid in early 2027 and completed during summer 2027, before students return. An additional project to replace about 855 windows at Arlington School was mentioned as progressing through the MSBA process, but no action was taken on it at this meeting.

The council also approved a $40,360.80 prior-year invoice and the EMS coordinator salary item, for which no amount was stated. A proposed $280 expenditure from handicap-parking fines for deaf and hard-of-hearing awareness was tabled pending the responsible director’s attendance and further information. A grant for construction of a park at the Bennington Triangle site was referred to the Budget and Finance Committee. Public commenters urged the city to support House of Mercy and allocate opioid-abatement funds to homelessness services, but no related funding action was taken.
