The City of West Chicago Finance Committee met November 2, 2026, to review finance and budget items. The committee discussed a preliminary property-tax levy estimate of 4.9%—described as below the threshold requiring a truth-in-taxation hearing and not the final levy vote—and the annual police pension levy certification and municipal compliance report. Staff said the city is on track to reach 90% pension funding by 2040. The committee also considered writing off $47,043.68 in uncollectible accounts receivable; staff noted that recovery prospects for many older business-related debts are low.
Staff presented the 2027 draft budget, including proposed increases to the home-rule sales tax, passage tax, and water and sewer rates, as well as a proposed $2 million transfer from the downtown revitalization fund to the capital fund for downtown modernization and beautification. Other proposed allocations include up to $75,000 for business support, $25,000 for downtown business advertising during construction, $50,000 for business incubator initiatives, and up to $5,000 for a summer internship pilot; the budget also includes design work for underpass restoration and several proposed staff positions. These were budget proposals, not contract awards. The committee voted to recommend items 5A through 5E to the City Council for consideration; the transcript does not establish final Council approval.
