At the City of Eustis Community Redevelopment Agency (CRA) meeting on November 5, 2026, Economic Development Director Mike Bishop presented an overview of the CRA district, its tax-increment financing, adopted redevelopment plan, projects, and programs. The adopted FY 2026–27 CRA budget is approximately $2.04 million, including about $500,000 for downtown implementation work such as parking-garage repairs and a redevelopment-plan update. The presentation also covered street rehabilitation, seawall and splash-pad repairs, public-space improvements, and matching facade/gateway grants. The facade grant provides a 50% match, with assistance described as up to $15,000. No bids or project contract awards were presented.
The board voted unanimously to forward a proposed agreement involving the county MSTU to the City Commission for consideration at its next meeting; the discussion referenced retaining funds to support services including ambulance operations. The board also considered a development and conveyance agreement with Habitat for Humanity for lots intended for affordable housing. A motion to approve was made, but the transcript does not capture a second or vote. The presentation noted that CRA decisions and future project funding should align with the redevelopment plan and applicable purchasing rules.
