It also approved an agreement with local vendor Madera Pumps Inc. for well inspection, maintenance, and rehabilitation. The city has $185,000 budgeted in FY 2025–26 to support work on up to two wells annually, plus a 20% contingency; the agreement has an initial two-year term.

The overall project, including soft costs, is approximately $2.4 million; the city is seeking an additional $264,000 in FAA funding. The council also approved a $94,910 sole-source purchase from Aquametric Sales Company to replace two water-meter reading system base stations, within the existing water budget. Separately, it unanimously adopted the 2025 California building and related codes, setting the standards the city will enforce for construction activity.
