The City of San Luis Economic Development Commission met on November 4, 2026. The commission approved, by motion, the design for the Main and B Street intersection mural. The project is funded by a $60,000 GM on Main Street grant, and the city had issued an RFP to engage local artists; artist Itza Moreno presented the selected design. Staff said it would proceed with a contractor specializing in artistic stamping and paving, identified as Creative Paving, with installation expected by year-end and an unveiling anticipated in January 2027. The materials are expected to last about ten years. The commission also discussed proposed Business Incubator policy updates, including a shift to open recruitment and a three-year rent schedule of $0.55–$0.80 per square foot with 3% annual increases. No commission action was requested; staff will continue developing the policies. Staff said a City Council public hearing on the fee changes was planned for January 2027.

The economic development director reported that the city received $50,000 from APS for a five-year economic development strategic plan and has contracted with a Texas-based consultant; work is expected to begin in January 2027, with the commission participating in a steering committee. A workforce development presentation described no-cost employer services and reported $3.84 million reinvested in Yuma County workforce programs during the prior program year. No commission procurement action was taken on those programs.
