The joint regular meeting of the San Bernardino Mayor and City Council and associated city authorities was held November 4, 2026. Procurement and spending matters included unanimous approval of change order No. 17 for the Mandeville modular navigation center, adding $86,881 and bringing the approved project budget to $33,129,263.86. The city reported $12,176,720 in ARPA funds allocated to the project and approximately $1.2 million in remaining unspent or unobligated project funding; operational costs were still under negotiation, with an opening projected for late Q1 or early Q2 2027. The council also unanimously approved a long-term YMCA land lease, and unanimously approved a second phase of golf-course review work with ED&Pain LLP, discussed at approximately $186,000. Staff said the separate forensic audit and operational assessment remained in RFP scoping, with an estimated 90 days to return to council for contract award after the RFP process begins. The council unanimously approved the annual audit item. In closed session, the council unanimously approved four litigation settlements totaling $583,500.

The council unanimously approved a three-year pavement work plan covering about 66 centerline miles across three phases. Year-one design services are expected to return for council action on December 2; the plan’s later phases face funding gaps, including an estimated $11 million shortfall in year three, and staff expects to present the broader pavement-management and funding plan in January or February 2027. Staff also reported work beginning on six major city-entry pavement projects and announced nearly $3 million in CDBG and Emergency Solutions Grant funding available for applications. The council approved, by a 6–1 vote, a framework to solicit proposals for 27 surplus city properties and negotiate potential development agreements, with individual dispositions and final terms to return for council approval. Council members called for transparent, consistent RFP procedures, including draft review and public access to proposal information. A fee waiver for the four-night Community Ho Ho Parade was also approved unanimously.
