The City of Westfield Advisory Plan Commission met November 4, 2026, and forwarded several development and zoning matters to the City Council. The Lakes at Fremont PUD received a favorable recommendation, 6–1, with developer commitments including improvements to Fremont Moore Road, future trail construction funding, and side-load garages in specified areas. Eagle West PUD also received a favorable recommendation, 6–1, with commitments for trail connections and right-of-way-related improvements. The Northpoint PUD amendment, which would allow a gasoline service station and additional retail, was recommended unanimously. Hidden Oaks PUD, a 497-acre residential and mixed-use proposal, was recommended 6–1, incorporating revised plans, park-land donation and development-agreement commitments, trails, and other site changes. These were zoning recommendations and private developer commitments; no government contract awards, purchasing approvals, or public spending allocations were identified.

The commission unanimously recommended a tree-preservation UDO amendment that would establish preservation-plan review and inspection procedures and expand voluntary tree credits. It also held a public hearing on Indiana House Enrolled Act 1001’s housing-related requirements and discussed possible local zoning considerations, including housing types, development standards, and reporting. No action was taken on the hearing item. Staff noted that data collection for required reporting had already involved more than 100 collective staff hours.
