The Pasadena Rental Housing Board meeting on November 5, 2026, approved a one-time authorization of $60,000 from the FY2027 Rent Stabilization Department operating budget for a community engagement initiative with the Pasadena Public Health Department. The initiative is intended to assess tenant awareness of rent stabilization and eviction protections through surveys, focus groups, and interviews, then develop targeted outreach; proposed deliverables include a strategic engagement plan, bimonthly progress reports, and a year-end report. Staff estimated about 600 hours of work, with the funds expected to cover personnel and related costs. The authorization passed on a roll-call vote, with two no votes. Members discussed oversight, deliverables, payment timing, language access, and the legal basis for using program fees; no outside vendor or competitive procurement was identified.

The Board also approved an amendment to its regulations allowing compensation for committee meetings as well as full Board meetings. It deferred a separate proposal to stop posting appeal-related staff reports and attachments, directing staff to return with information on other jurisdictions’ practices, related public-records requests, and the possibility of publishing hearing-officer decisions. Members discussed, but took no final action on, proposed tenant notices and temporary-accommodation rules for rental-unit repairs and improvements. In a department update, staff reported an 84% registration rate across 7,638 properties and said unregistered properties may be referred to collections.
