The City of Minneapolis held a virtual public information session on November 3, 2026, about a proposed Food Access zoning-code text amendment. A senior city planner outlined changes intended to make food access and urban agriculture activities more flexible, including expanding where outdoor food lockers may be located; aligning raised planting-bed rules with public-works standards; considering grocery-store incentives for smaller stores and additional food retailers; and broadening zoning allowances for food trucks, mobile grocers, community food programs, gardens, farm stands, farmers markets, and home produce sales. The proposal would also clarify distinctions between market gardens and urban farms; cannabis cultivation rules are not proposed to change.

The planner said the ordinance was introduced at City Council that day and would be referred to committee, with the amendment expected to proceed through the formal adoption process later in 2026. A Planning Commission public hearing was anticipated for November or December, with its date to be posted online. No contracts, purchasing decisions, budget allocations, or other procurement activity were identified.
