The Lowell Board of Health met on November 4, 2026. It considered tobacco-sale-to-minor violations at 7-Eleven, 63 Mammoth Road, and Little Quick Stop. The health department recommended three-consecutive-business-day permit suspensions for both businesses, beginning November 18; the Little Quick Stop suspension was approved by unanimous roll call. The board discussed whether prior violations outside the period counted under the state-aligned rules could support stronger penalties and whether local regulations might be revised, but no regulatory change was made. Little Quick Stop had also paid a $1,000 fine related to its violation. No procurement, contract award, or purchasing action was identified.
The board reviewed the Development Services monthly report, including 1,043 food-establishment inspections and reports of two fires at businesses that have since reopened. Department updates covered hepatitis B reporting, active tuberculosis cases and follow-up evaluations, flu cases and vaccination clinics, opioid-related work, and submission of materials for public health accreditation. Members also requested school MMR vaccination-rate and exemption information for a future meeting.
