The Lowell License Commission’s November 5, 2026 meeting considered alcohol and business licensing matters. The commission approved several event-related alcohol licenses, including licenses for holiday and community events and a permit allowing 18- to 20-year-olds at a Greater Lowell Community Foundation event. It also approved applications related to a restaurant and an auto dealer, and scheduled a public hearing on Showcase Cinema’s amended license-transfer application for November 19. Complaints involving licensed establishments were referred to the police department and law department for investigation, with a report expected at the next meeting.
The commission unanimously approved three sections of revised alcohol regulations. The changes include restaurant food-service and menu requirements, a 35% food-revenue threshold for determining whether a restaurant is operating as a bar, a special permit process for events admitting people ages 18–20 at covered establishments, and updated responsibilities for licensees and managers. Licensees must submit applications to change their license classification by January 29, 2027, at noon. No procurement activity, contract awards, or spending decisions were identified.
