The November 4, 2026 Fulton County Board of Commissioners meeting included several procurement approvals. Commissioners approved a renewal for digital multifunctional devices and support services, not to exceed $1,341,750, and a final renewal of the library’s book-supply contract, not to exceed $800,000. Discussion of the library contract noted disruptions after Baker & Taylor left the market and Ingram took over accounts; staff said a new procurement will be needed before December 31, 2027, with other potential vendors to be considered. The board also approved cooperative purchases of paper and related office supplies (up to $150,000) and building materials, hardware, and tools (up to $200,000), as well as a Fulton County–GDOT agreement for water-main relocations in Johns Creek (the amount is unclear in the transcript). A $45.5 million design-professional-services contract for the Fulton County Jail special purpose facility passed 5–0. Staff outlined related procurements and milestones, including demolition and site-due-diligence contracts, a construction-manager procurement, the planned acquisition of the Atlanta City Detention Center, and a later design-build procurement for its renovations.
The board discussed the Transdev services contract and the limits on minority-business participation when federal funds apply: staff said federal DBE requirements and procurement rules limit the participation target to 10%, despite earlier discussions of a higher goal; a new solicitation is expected in 2027 for service beginning in 2028. As part of the veterans initiative update, staff described using existing funding streams—including $200,000 and $250,000 allocations—and existing RFP or solicitation opportunities to support veteran services, with outcomes to be reported to the board. The meeting also included a budget-process discussion, but no new procurement award was identified there. In executive-session follow-up, the board approved $11,087.37 for sheriff’s-office signage concerning grievance procedures and the Prison Rape Elimination Act.
