The City of Pueblo City Council work session on November 2, 2026, included a presentation on the 2025 city financial audit. Auditors issued a clean opinion and reported one significant deficiency involving inconsistent reporting of federal SLFRF funds; they also noted the audit was later than usual because the complete draft financial statements were not received until late September. The auditors estimated the audit cost at roughly $150,000 under the existing contract. Council members raised concerns about receiving the report shortly before the meeting and asked about audit coverage of procurement and capital projects; no spending action was taken on the audit.

The main infrastructure discussion concerned Lime Road and the St. Charles Industrial Park, where an earlier ordinance allocated $8 million for public improvements. After debate about the ordinance’s scope, road ownership, Project Falcon, and who should pay for county-owned sections, council provided direction for staff to proceed with developing a solicitation. The discussion indicated that traffic studies should be included and that design should cover the road serving the industrial park, including the county portion, with reimbursement or cost-sharing to be addressed with the county; no contract award or formal vote was recorded. EPA also briefed council on Colorado Smelter Superfund cleanup: proposed lower lead cleanup levels, ongoing investigation work, and a planned one-foot soil removal at Benedict Park coordinated with a Bojon Town Foundation grant. No new procurement award was identified for that work.
