The Bloomington Redevelopment Commission meeting on November 2, 2026, included its annual TIF impact presentation and approval of the 2027 TIF spending plan. The presentation noted that North Kinser Pike TIF revenues will stop after its 2026 expiration, while funds already collected may remain available for projects; commissioners discussed identifying projects and tracking remaining TIF capacity. The Commission also heard an annual report from CDFI Friendly Bloomington, which reported a new $500,000 EPA Brownfields grant for environmental assessments. Outside counsel has been engaged for Hopewell covenants and HOA documents under an agreement not to exceed $25,000.
The Commission approved several project-related expenditures and agreements: a Crossroad Engineers professional-services agreement for South Wemmer Road relocation and Wemmer–Bloomfield intersection improvements (cost not stated); an $8,465 Applied Engineering Services amendment for Fourth Street Garage plumbing/drainage work; a $17,184.81 Vet Environmental Engineering agreement for College Square lead-paint and asbestos inspections, with work due by March 1, 2027; and a $5,825 Mother Nature Landscaping amendment for Hopewell East erosion control, with work due by December 31, 2026. It also approved an amendment for additional MEP design work on Hopewell multifamily buildings (amount unclear in the transcript), and two Hopewell East public-art items, including an approximately $19,000 electrical-work quote from Snediger and an extension of the artist’s installation agreement. These approvals were unanimous except for the MEP design amendment, which passed with one member opposed. Garmong presented a construction-manager-as-agent option for the 714 South Rogers project, including a proposed $20,000 preconstruction fee and a 2% construction fee, but the Commission took no action; bids for architectural and engineering services were expected November 6, with a later delivery-method decision anticipated.
